The wireless network operators have a generic requirements document for the handset manufactures to meet. This is a mature work effort of almost 12 years. Like Set-top-boxes, this is growing into a larger opportunity for both the network operator and the manufactures that shown through with the introduction of iPhone by Apple 5 years ago.

AT&T's Complaint is simply make work for public policy employees and is dis-ingenious in it's efforts to scare the non-thinking consumer. I am not picking on AT&T here. All carriers make this claim to dis-credit a competitor in a nuisance press-release or regulatory filing. This claim is like the 30 day delay when you request a tower as a registered carrier yet always, one competitor will file that you are not qualified to operate a network. They make the 30 day claim against AT&T while AT&T makes the claim against it's competitors. It is all noise.

Spread-Spectrum technologies are not interim opportunities. The Frequencies they use, the modulations and the companies that roll them out are. Digital Electronic Messaging Services is the first Spread Spectrum Network I rolled-out in 1984 along with hundreds of other companies. Locate was about the largest. I was the with a start-up telephone company that used the technology in my core carrier backhaul network.

In the early 80's Peter Huber was commissioned by the FCC to provide a path and prediction to Telephone Deregulation. The FCC is maturing to meet the predictions of the report's goal. The FCC in hindsight and many scars has been a steward with the states. Toll competition was introduced in 1983 and 10 years later local competition allows for 15 years of development. This meets a goal by 25 years competition would mature.

Google will successfully compete against Skype and advertiser supported leisure telephone/computer integrated applications. A run at Smart Answering Features hosted in central offices (Single Number Calling) in the late 80's had some success. A similar run at Integrated Phone features hosted by offices in the 90's (CTI), had some success. For the absolute necessary user, we have stayed with the platforms and introduced a few new business entrants along the way. Cost causers will adopt but not be the business critical users with high individual users.

Cross Domain Manager type OSS for Element Management Systems are a uniquely good idea. Verizon and Nakina are making a press release to satisfy a completion of a good project. This is not an all encompassing network element integration platform, nor is it particularly large in the Verizon network. We should hope that the solution will not grow. The goal of one vendor will be the product will be one budget and one kingdom which nobody feels comfortable with. Verizon is in a position to collapse the vendors and will try to manage security of a handful of qualified vendors.

Major cable companies have had wireless including cellular networks up and running but not offered for over 15 years. Cable companies do not gain nor have they had much luck in mortgaging their networks in the manner Telcos have because of regulatory rate of return benefits telcos use to enjoy. The network is almost in-place for wireless site backhaul but otherwise, they would be default revenue generator for telcos if they were to proceed now.
Cox can roll-out a Regional and Relavent Convergence Network.

Three points with regards to network to support convergence. 1) Develop as much OSS/BSS support internally to avoid high margin cost items 2) Develop features for your under-served market not features that can be already purchased elsewhere. Change the game on 10% of the incumbent's market (wireless in this case). 3) work with vendors who care about Cox and have done a lot of the homework.

February 13, 2009 12:05 pm For Service Providers of Broadband, removing Stimulus credits is a win. Providing stimulus to buy Broadband is probably a better way to go. Balance sheets always do better when there is income from sales. I think the Broadband Network Builder or Operators real issue will be where will they get the capital to support the orders, installation and core upgrades? Considering the network operators mortgaged networks, the money will have to come from investment groups with new issuance of equity or debt. The whole economy was de-leveraged so it is not not just broadband builders who need capital but to a greater extent financials, manufactures, energy etc... The point is, the big call for cash to make the broadband networks robust to support the purchases has to be weighed against your expected call on the equity or the loan.
