It appears that the European Commissioner, Vivianne Reding, has reached a compromise with her fellow Commissioners on her plan to regulate roaming. The resultant rules, while somewhat watered down from the original proposals, are still harsh for mobile operators and will reduce revenues and profits from an area which has been very profitable.
